GATHERINGS will investigate the surveillance of public gatherings in order to:

Make public events safer, balancing the effects of surveillance on citizens, Law Enforcement Agencies (LEAs), and security professionals.

GATHERINGS will investigate the surveillance of public gatherings in order to:

Improve fairness and transparency in surveillance, enhancing the respect for privacy.

GATHERINGS will investigate the surveillance of public gatherings in order to:

Promote cost-effective surveillance with a balanced approach that prioritises both security and privacy.

While individual security agents can engage in surveillance practices and consequently collect citizens' personal data, collaboration between multiple agents (public and private) creates a much more complex picture with regard to privacy, public safety and data transfer and transparency.

GATHERINGS addresses the complexity of these surveillant assemblages in the context of public gatherings, that is, in the context of people getting together in these specific places:

  • public spaces
  • events
  • street parties
  • music festivals
  • christmas markets
  • farmers' markets
  • religious celebrations
  • public protests
  • assemblies
  • spontaneous parties
  • street celebrations
