The GATHERINGS project’s Deliverable D6.1 – Database of Practical Knowledge brings together a rich and diverse collection of lived experiences, stakeholder reflections, and field observations from across Europe. This evolving repository captures how surveillance is implemented and experienced in practice, shaping a knowledge base that informs smarter, more ethical approaches to public safety.
Drawing from interviews, Living Lab activities, and interactions with law enforcement, private security, event organisers, and citizens (including vulnerable groups), the database maps out the tensions, contradictions, and practical dilemmas that arise when surveillance meets real-life events.
Rather than abstract theorising, this knowledge base centres the voices of those most affected, offering grounded insights into public trust, accountability, risk perception, and the human dynamics of security. It also serves as a tool for researchers and practitioners to identify blind spots, adapt to local contexts, and co-create more inclusive surveillance solutions.
Deliverable D6.1 reflects GATHERINGS’ commitment to learning from the ground up. This practical intelligence lays the foundation for future standards that are responsive, rights-based, and socially aware.
