Based on extensive literature reviews, expert interviews, and public surveys, this report examines surveillance technologies, data management practices, and the role of key stakeholders. It highlights critical challenges such as privacy risks, transparency concerns, and the economic and social costs of surveillance.

The report also identifies knowledge gaps, particularly regarding the effects of surveillance on vulnerable communities, and provides insights into best practices for privacy-friendly, socially responsible, and cost-effective security measures.
